The Biden administration is preparing to publicly accuse several Chinese hackers of conducting sweeping hacks against US companies on behalf of China’s civilian intelligence service, three people familiar with the matter told CNN. An announcement identifying the hackers with names and photos is expected as soon as Monday, the sources said. The hackers have been using a Chinese technology company as a front to cover their hacking activity, one of the sources said. The British government is also preparing to accuse the hacking group of targeting UK organizations, the sources said. The cybersecurity industry knows the hacking group as APT31 or Judgement Panda, and researchers have found the hackers targeting everything from US law firms to European industrial organizations to international apparel companies.

Nearly one-third of U.S. expats have plans to renounce their American citizenship or are "seriously considering it," according to a new survey from Greenback Expat Tax Services. Over the past year, there was a "big jump" in that number, noted Mike Wallace, CEO at Greenback Expat Tax Services. The latest figure is based on a poll of roughly 1,000 American expats in February. About 1 in 5 haven't felt comfortable filing taxes abroad, according to the survey. American expats must pay U.S. income taxes on worldwide earnings, which include wages, business profits, investment income and more.

U.S. President Joe Biden will issue an executive order Wednesday intended to safeguard the personal data of American citizens from countries deemed hostile. The executive order centers on the business of selling people's personal information, in which companies and so-called data brokers collect and trade data. The order focusses on specific, sensitive information like genomic data, biometric data, personal health data, geolocation data, financial data and other kinds of personally identifiable information. The executive order will direct the Department of Justice to issue several regulations intended to protect sensitive data. "American privacy concerns in the data broker industry are not new, and existing laws do not sufficiently protect Americans' data from misuse," the letter said.

CNN —A Marine rapid response force is expected to leave the eastern Mediterranean Sea in the coming weeks and return to the United States, according to two defense officials, in a significant reduction of US forces in the region. The Marine rapid response force first deployed in July and was sent to the region in October. It had previously been extended to remain in the eastern Mediterranean Sea, as CNN reported. CNN —Three escaped prison inmates may have killed two people, believed to be American citizens, on a yacht they are thought to have hijacked as they tried to make their way from Grenada to St. Vincent and the Grenadines, according to Grenada police. Police in the small Caribbean nation said Thursday that preliminary information “suggests” that after escaping, the three escaped male prisoners hijacked a yacht in St. George, Grenada. Police are “currently working on leads that suggest that the two occupants of the yacht may have been killed in the process,” the statement added. “It is believed that the occupants of the yacht were American citizens.”The three suspects are now back in custody after their February 18 escape, police said. CNN has contacted both Grenada and St. Vincent and the Grenadines police for more information related to this case.

CNN —Two American brothers who were detained in Gaza earlier this month by Israeli forces are being held in Ashkelon prison, a US official tells CNN. The brothers were “arrested for collaboration with Hamas,” Israel’s Consul General to the Midwest, Yinam Cohen, told CNN on Thursday. When asked for comment, the IDF told CNN the brothers are not in their custody, referring questions to the Israeli Security Agency (ISA) which did not immediately respond to a request for comment. As CNN previously reported, the brothers were among a group of roughly 20 men detained by IDF soldiers early on February 8, according to the brothers’ cousin Yasmeen Elagha. IDF did not respond to CNN’s request for comment at the time on the matter.

NEW YORK (AP) — David Bouley, the award-winning and frenetic chef whose idiosyncratic haute cuisine and crusty breads pleased critics and the public during a career chasing sleek deliciousness, has died. Bouley died of a heart attack Monday at his home in Kent, Connecticut, according to Lisa Queen, his literary agent. Other restaurants he worked in include Danube, Bouley Bakery, Upstairs at Bouley, Bouley at Home, Secession and Brushstroke, a collaborative effort with the Tsuji Culinary Institute in Osaka, Japan. Danube and Bouley Bakery each earned two Michelin stars. The restaurant Bouley — which famously had a foyer filled with apples — closed in 2017 after 30 years and several location changes, earning a three-star from the New York Times the year previously.

CNN —Two American citizens were detained by the Israel Defense Forces during a raid of a home in Gaza early Thursday morning local time, according to a family member in the United States. Hashem Alagha, 20, and Borak Alagha, 18, were among a group of roughly 20 men detained by IDF soldiers during the incident, according to Yasmeen Elagha, who identified herself as their cousin. She said both men are American citizens, born in the suburbs of Chicago and raised there in their early childhood. The US is aware of reports that the Israeli military has detained two American citizens in Gaza, according to a State Department spokesperson. Patel said they believe “the vast majority” of US citizens seeking to leave Gaza have reached out to the State Department.
